Where I Stand:

Against Extremism, Hate, and the Cult of Division

Where I Stand: Against Extremism, Hate, and the Cult of Division

I am running for Congress because I believe in service, truth, and the power of a united people—not in cults of personality or billionaires who manipulate public trust for profit and power. I stand firmly and unapologetically against the MAGA movement and the cult-like influence of Donald Trump and Elon Musk. These individuals have exploited fear, misinformation, and division to erode our democracy and fracture our communities. That ends with us. I am not here to pander. I am here to lead.

Let me be clear: I stand against hate but will not stand with those who promote it. I will not normalize racism, authoritarianism, antisemitism, misogyny, transphobia, or any other form of bigotry masquerading as “free speech” or “traditional values.” If you believe your freedom depends on suppressing someone else’s, then you’re not fighting for freedom—you’re fighting for control. And I will fight back.

When I win this election, I plan to hold these voices of division accountable—not with petty vengeance, but with bold policy, oversight, and a refusal to legitimize their platforms of chaos. I will champion legislation that protects voting rights, supports factual education, defends journalists, regulates social media disinformation, and re-centers truth in public discourse. No more unchecked influence. No more hiding behind algorithms or angry mobs.

We are at a tipping point. The choice is between those who build and those who burn. I choose to develop—but I will not tolerate arsonists in the halls of power.

America belongs to all of us—not just the loudest, richest, or most extreme among us. If you’re ready to reclaim our democracy from those who have hijacked it, I’m prepared to fight for you.

My Campaign will be ran for the People

The Platform

Serving The Community

"I am running for Congress because I know what it means to serve—not in uniform, but as the wife of a 30-year Air Force veteran spouse as a caregiver to a disabled hero, and as a small business owner navigating real-life challenges. Maryland families deserve a leader who understands their struggles—whether it’s making healthcare more affordable, supporting small businesses, or ensuring our veterans and military families get the benefits they have earned. I am stepping up because I believe in service, community, and opportunity for all. It’s time for leadership that puts people first, fights for working families, and builds a future where every Marylander can thrive."

Elldwnia English Policy Plan

My Plan for Maryland

✅ Supporting Veterans & Military Families

  1. Fully Fund VA Healthcare & Mental Health Services: Reduce wait times, increase mental health resources, and ensure quality care for all veterans.

  • Boost Job Training & Employment for Veterans & Military Spouses: Provide tax incentives for businesses that hire veterans and military spouses and expand federal job training programs.
  • Fix VA Disability & Caregiver Support Programs: Streamline VA benefits processing, increase home healthcare funding, and ensure caregivers receive the support they deserve.

✅ Making Healthcare More Affordable

  • Lower Prescription Drug Prices: Cap out-of-pocket drug costs, increase price transparency, and allow Medicare to negotiate lower prices.
  • Expand Affordable Healthcare Options: Support a public option to provide low-cost healthcare choices for Marylanders.
  • Strengthen Home Healthcare & Long-Term Care Programs: Increase funding for in-home nursing, elder care, and caregiver support programs.

✅ Strengthening Maryland’s Economy & Lowering Costs

  • Cut Taxes for Working Families & Small Businesses: Reduce income taxes for middle-class families and provide small business tax relief.
  • Invest in Local Manufacturing & Supply Chains: Incentivize Maryland-based production to reduce reliance on foreign goods and stabilize prices.
  • Expand Job Training & Technical Education: Increase funding for trade schools and apprenticeships in industries like healthcare, clean energy, and cybersecurity.

✅ Lowering Grocery & Gas Prices

  • Stop Corporate Price Gouging: Enforce stronger antitrust laws to hold large corporations accountable and ensure fair grocery prices.
  • Support American Farmers & Reduce Tariffs on Essential Goods: Cut unnecessary tariffs on food and farm equipment to lower costs for consumers and support Maryland’s agriculture industry.
  • Boost Energy Independence to Lower Gas Prices: Invest in domestic energy production, electric vehicle infrastructure, and alternative fuels to reduce dependence on foreign oil.

✅ Investing in Education & Workforce Development

  • Make Community College & Trade Schools More Affordable: Expand tuition-free programs for two-year colleges and trade schools in high-demand fields.
  • Raise Teacher Pay & Increase School Funding: Secure higher wages for teachers, more funding for classroom resources, and better support for special education.

✅ Fixing Maryland’s Infrastructure & Transportation

  • Repair Roads, Bridges & Public Transit: Secure federal funding to improve Maryland highways, bridges, and public transit in Baltimore and the DC metro area.
  • Expand Rural Broadband & High-Speed Internet Access: Invest in broadband expansion so rural communities have reliable internet access for work, school, and telehealth.
  • Create Clean Energy Jobs: Invest in solar, wind, and battery technology to create new, high-paying jobswhile protecting Maryland’s environment.

Join Me in the Fight for Maryland’s Future

Maryland deserves a leader who understands real life—not a career politician who’s out of touch with working families. As a veteran, military spouse, business owner, and caregiver, I know what it means to serve, sacrifice, and fight for what’s right.

If you believe in lowering costs, strengthening our economy, supporting veterans, and building a brighter future for Maryland, I need your support.

How will these proposals be funded?

The funding for these initiatives would primarily come from a mix of sources, including:

  1. Federal & State Budgets – Many of these proposals, such as VA healthcare improvements and infrastructure investments, would rely on federal and state funding. This often means reallocating existing funds or increasing budgets for specific programs.
  2. Tax Reforms & Revenue Adjustments – Some proposed tax cuts for working families and small businesses might be offset by closing corporate tax loopholes, enforcing fair tax policies, or adjusting tax rates on high-income earners or large corporations.
  3. Public-Private Partnerships (PPPs) – Investments in infrastructure, clean energy jobs, and broadband expansion could involve partnerships with private companies that invest in these sectors alongside government funding.
  4. Economic Growth & Job Creation – Boosting local manufacturing, job training, and education could lead to long-term economic growth, increasing tax revenue without raising tax rates.
  5. Targeted Spending Cuts or Efficiency Improvements – Some plans could involve cutting wasteful government spending or streamlining existing programs to ensure more efficient use of taxpayer dollars.

Here's a detailed breakdown of how each initiative could be funded:

1. Supporting Veterans & Military Families

  • VA Healthcare & Mental Health Services: Funded primarily through the Department of Veterans Affairs (VA) budget, which is federally funded through Congress. Additional funding could come from defense appropriations or reallocations from military spending.
  • Job Training & Employment for Veterans & Military Spouses: Federal job training programs such as the Veteran Employment Through Technology Education Courses (VET TEC) program and the Work Opportunity Tax Credit (WOTC) could be expanded using federal workforce development funds.
  • VA Disability & Caregiver Support Programs: Streamlining VA benefits processing may involve technological upgrades funded through existing VA budgets. At the same time, increased home healthcare funding could be supported by Medicaid and Medicare reimbursements.

2. Making Healthcare More Affordable

  • Lower Prescription Drug Prices: Allowing Medicare to negotiate drug prices would reduce government spending on healthcare, helping offset costs without increasing taxes. Price caps would primarily impact pharmaceutical companies' pricing strategies rather than taxpayers.
  • Expand Affordable Healthcare Options: A public option for healthcare would likely require government subsidies, potentially funded through a combination of employer contributions, increased efficiencies in Medicaid/Medicare, and closing tax loopholes for healthcare companies.
  • Strengthen Home Healthcare & Long-Term Care Programs: Increased funding could come from expanding Medicaid and Medicare reimbursements and offering incentives for private insurance providers to cover in-home care more extensively.

3. Strengthening Maryland's Economy & Lowering Costs

  • Cut Taxes for Working Families & Small Businesses: Tax relief could be offset by closing corporate tax loopholes or adjusting tax rates on large multinational corporations and high-net-worth individuals.
  • Invest in Local Manufacturing & Supply Chains: The federal government already offers incentives for domestic manufacturing, such as the CHIPS Act and Inflation Reduction Act funding. Additional state tax credits could be covered through economic growth-driven revenue increases.
  • Expand Job Training & Technical Education: Workforce development grants from the Department of Labor and state education funds could be used, along with partnerships with private industries that benefit from a skilled workforce.

4. Lowering Grocery & Gas Prices

  • Stop Corporate Price Gouging: Enforcing antitrust laws is not a direct taxpayer cost, as penalties and fines collected from corporations can fund regulatory enforcement.
  • Support American Farmers & Reduce Tariffs: Cutting tariffs does not cost taxpayers directly but reduces revenue from import duties, meaning other funding sources (e.g., reallocated agricultural subsidies) may be needed to support farmers.
  • Boost Energy Independence: Investments in domestic energy, EV infrastructure, and alternative fuels could be financed through federal incentives, private investment, and redirected energy subsidies (e.g., shifting subsidies from fossil fuels to renewable energy).

5. Investing in Education & Workforce Development

  • Make Community College & Trade Schools More Affordable: Expanding tuition-free programs would likely be funded by state and federal education budgets, potentially offset by small tax increases on high earners or corporate education levies.
  • Raise Teacher Pay & Increase School Funding: Additional funding could come from increased state education budgets, reallocating underutilized school funds, or federal education grants.
  • Help Military Families & Schools Near Bases: Schools serving military families receive Impact Aid from the federal government, which could be increased by adjusting defense-related discretionary spending.

6. Fixing Maryland's Infrastructure & Transportation

  • Repair Roads, Bridges & Public Transit: Maryland can secure federal infrastructure funding through the Bipartisan Infrastructure Law, as well as through state gas taxes, toll revenues, and public-private partnerships.
  • Expand Rural Broadband & High-Speed Internet Access: The Broadband Equity, Access, and Deployment (BEAD) program and private telecom investments could fund this expansion.
  • Create Clean Energy Jobs: Federal incentives from the Inflation Reduction Act and state-level green energy credits could help fund solar, wind, and battery technology projects.

Overall Funding Strategy

  1. Federal Grants & Programs – Many initiatives can be funded through existing federal programs or new appropriations.
  2. Tax Adjustments for Large Corporations & High-Income Earners – Rather than raising taxes broadly, closing loopholes and enforcing fair corporate taxation could generate revenue.
  3. Public-Private Partnerships – Encouraging private investment in infrastructure, education, and energy reduces direct taxpayer burden.
  4. Reallocating Existing Funds – Shifting money from inefficient programs or outdated subsidies can help fund new initiatives without requiring new taxes.

As your elected congresswoman for Maryland’s District 5

I am committed to investing in our youth by providing them with the resources, opportunities, and support they need to succeed. One of my top priorities is the construction of more youth centers and expanding job opportunities for young people. These centers will serve as safe spaces where children and teenagers can engage in mentorship programs, career readiness training, and recreational activities. By fostering an atmosphere of growth, learning, and community, we can steer our youth away from negative influences and guide them toward successful futures. Funding for these centers will come from federal grants, public-private partnerships, and reallocating portions of the state budget dedicated to youth and community development. In addition to youth centers, I plan to tackle key issues affecting our community.

  • One pressing issue is the lack of accessible employment opportunities for young people. I will work with local businesses to create apprenticeship and internship programs that provide hands-on experience and skill development.
  • Another critical issue is educational inequality, particularly the lack of resources for underserved schools. I will advocate for increased federal funding to improve school facilities, provide updated learning materials, and support teachers with competitive salaries and training.
  • Gun violence prevention is another priority, and I will push for legislation that enforces stricter background checks and implements community-based intervention programs that address the root causes of violence.

  • One of my key initiatives is ensuring that every child in our district has access to free school lunches, regardless of their financial background. No child should go hungry while trying to learn. I plan to secure funding for this program by advocating for an increase in the federal Child Nutrition Program budget and working with local farmers to establish farm-to-school partnerships. These partnerships will reduce costs while providing healthy, locally sourced meals for our children.
  • Additionally, I will implement free summer programs that offer academic enrichment, arts, sports, and STEM-related activities to keep children engaged and learning year-round. Funding for these programs will come from a combination of federal education grants and community partnerships with local organizations and businesses that want to invest in the future of our youth.
  • Furthermore, I will establish a free summer food program to ensure that children who rely on school meals do not go hungry during the break. This initiative will be funded through USDA programs, community sponsorships, and food bank partnerships. Our children are the future, and as your congresswoman, I will fight tirelessly to provide them with the opportunities, education, and nourishment they need to thrive.
  • We can create a stronger, healthier, and more prosperous Maryland District 5.

Justice

The Restoration of Justice Initiative Rebuilds Democracy and Reinstates Agencies.

National Agenda and Policy Plan for District 5 and the United States

Addressing Core Issues and Funding Solutions

Upon election, I will implement policies designed to uplift everyday Marylanders in District 5 and address national concerns with a focus on economic growth, education, and democratic integrity. To ensure equitable opportunities for all citizens, I will introduce legislation to expand before and after-school programs, provide free school lunches, and establish free summer programs for children in low-income areas. These initiatives will be funded by reallocating unnecessary military expenditures, closing corporate tax loopholes, and imposing a wealth tax on the top 0.1% of earners. A portion of these funds will also be dedicated to creating job opportunities for youth and constructing new theme parks to stimulate local economies and provide entertainment options for families.

Impeachment Proceedings Against Donald J. Trump

In pursuit of justice and the restoration of American democratic principles, I will introduce formal articles of impeachment against former President Donald J. Trump for war crimes, violations of international law, and the systematic dismantling of democratic institutions. Charges will be brought forth under:

  1. The War Crimes Act of 1996 (18 U.S.C. § 2441) – For ordering military operations that led to unlawful civilian casualties, violating the Geneva Conventions.
  2. Obstruction of Justice (18 U.S.C. § 1505) – For interfering with federal investigations into election interference and financial misconduct.
  3. Conspiracy Against Rights (18 U.S.C. § 241) – For enacting policies that suppressed voter rights and disenfranchised American citizens.
  4. Treason (18 U.S.C. § 2381) – For engaging in actions that provided aid and comfort to foreign adversaries at the expense of national security.

I will work with international legal bodies, including the International Criminal Court, to hold Trump accountable for human rights violations and ensure that democratic institutions are protected from future abuses of power.

Deportation of Elon Musk and Associated Individuals

To protect American democracy and economic stability, I will initiate legal proceedings to permanently deport Elon Musk and all individuals directly connected to his influence in the U.S. economic and political sectors. Legal justification includes:

  1. Immigration and Nationality Act (INA) § 237(a)(4)(A) – For engaging in activities detrimental to U.S. economic interests and governance.
  2. Racketeer Influenced and Corrupt Organizations Act (RICO) (18 U.S.C. § 1961-1968) – For monopolistic and fraudulent business practices that undermine fair competition.
  3. Foreign Corrupt Practices Act (15 U.S.C. § 78dd-1) – For engaging in illicit financial activities that compromise U.S. corporate and government integrity.

As a consequence of these violations, Musk and all individuals associated with his direct lineage, including women who bore his children, will be subject to immediate deportation and a permanent ban from entering the United States. The Department of Homeland Security and the Department of Justice will be tasked with executing this mandate.

Reinstating Disbanded Federal Agencies

The systematic dismantling of crucial governmental departments has left the nation vulnerable to crises in education, environmental protection, and labor rights. I will introduce legislation to permanently reinstate the following departments:

  1. Office of Science and Technology Policy – Essential for scientific research and national technological advancements.
  2. Office of Pandemic Preparedness and Response Policy – Crucial for national health security and future pandemic response.
  3. Consumer Financial Protection Bureau (CFPB) – To protect consumers from corporate malpractice and fraud.
  4. Environmental Protection Agency (EPA) Climate Change Programs – Critical for combating climate change and preserving public health.
  5. Department of Labor's Wage and Hour Division (WHD) Expansion – To ensure fair labor practices and protect worker rights.
  6. Office of Ethics and Government Accountability – To enforce transparency and accountability within governmental operations.
  7. Social Security Administration (SSA) – To safeguard benefits for retirees, disabled individuals, and low-income citizens.
  8. United States Agency for International Development (USAID) – To restore U.S. global leadership in humanitarian aid and economic development.
  9. Department of Education – To ensure federal oversight and funding for quality public education nationwide.
  10. Bureau of Land Management (BLM) Climate Programs – To protect public lands and natural resources from exploitation and environmental degradation.

These agencies will be permanently protected through legislative measures that prevent future executive orders from dismantling them without congressional approval.

Conclusion

My administration will be committed to restoring justice, equity, and democratic integrity in America. Through targeted reforms in education, economic development, legal accountability, and institutional integrity, we will rebuild a government that truly serves the interests of the people. I will work relentlessly to ensure that the rights of all citizens are upheld and that those who have undermined democracy are held accountable to the fullest extent of the law.

Understanding My Campaign Funds: Where They Go and How I Stay Transparent

When you contribute to my campaign, you deserve to know exactly where your money goes. Campaign funds are used strictly for election-related expenses, such as advertising, campaign materials, travel for campaign events, and necessary staffing. Every dollar raised goes toward helping us spread our message and reach voters reasonably, ethically, and legally.

Transparency is Key

I will provide a clear breakdown of all funds used to ensure accountability. This means keeping track of every expense, making available financial reports, and securing appropriate donations. I will follow all legal guidelines to report my spending so donors know their contributions are making a real impact.

Campaign Funds vs. Gifts

It’s essential to understand the difference between campaign funds and gifts. Campaign funds are donations explicitly given to support a political campaign and must be used only for campaign-related expenses. On the other hand, gifts are personal and can be given to a candidate but must follow strict tax and legal guidelines. For example, if someone gives me a personal gift, I cannot use it for campaign purposes, and it may be subject to taxes.

Tax Exemptions for Donors

Donations to political campaigns are not tax-deductible, meaning you cannot write them off when filing your taxes. However, gifts given under the federal gift tax limit (currently $18,000 per year per person in 2024) may be exempt from taxes depending on the circumstances. If you’re considering a donation or gift, it’s always a good idea to check with a tax professional to understand your best options.

I commit to keeping everything above board, ensuring that your contributions are used legally and ethically. I appreciate every bit of support and want you to feel confident that your money is being used correctly!

Frequently Asked Questions

Please reach us at elldwnia@elldwniaforcongress.org if you cannot find an answer to your question.

I am running for Congress because public service has always been at the heart of my life. As the spouse of a veteran who served 30 years in the Air Force, I have seen firsthand the challenges that military families, working parents, and small business owners face every day. I know what it means to sacrifice, adapt, and fight for what matters most—whether it’s affordable healthcare, good jobs, or support for veterans and caregivers.

Maryland deserves a leader who understands real life—not a career politician. As a small business owner, I know how inflation, taxes, and regulations impact families trying to make ends meet. As a caregiver to a disabled veteran, I understand the shortcomings of the VA system and the urgent need for better healthcare access. And as someone who has built a life around resilience and service, I will fight every day to bring real solutions to Washington that lower costs, create economic opportunity, and support Maryland families.

Marylanders are struggling with high grocery bills, rising gas prices, and inflation that’s squeezing working families. We need a Congress that fights for the people—not big corporations. I will push for policies that:

  • Lower grocery prices by stopping corporate price gouging and increasing competition in the food industry.
  • Reduce gas prices by expanding domestic energy production, investing in clean energy infrastructure, and reducing reliance on foreign oil.
  • Cut unnecessary tariffs on essential goods, reducing costs for farmers and consumers alike.
  • Provide middle-class tax relief to help working families keep more of their hard-earned money.

It’s time to hold big corporations accountable, bring common-sense solutions to Washington, and ensure that Maryland families aren’t paying the price for political gridlock.

Our first responders, frontline workers, and military families make incredible sacrifices to keep our communities and country safe. Firefighters, police officers, nurses, teachers, and emergency personnel put their lives on the line every day, while military families endure deployments, relocations, and the challenges of service life. Yet too many are underpaid, overworked, and struggling with the rising cost of living.

In Congress, I will fight to:

  • Increase federal funding for first responders and military families to ensure they have the training, resources, and support they deserve.
  • Secure better wages and benefits for firefighters, police officers, nurses, paramedics, teachers, and military spouses—so they can support their families without financial stress.
  • Expand mental health support for frontline workers and military families, ensuring access to counseling, PTSD treatment, and stress management programs.
  • Provide tax relief for first responders and military families, helping them keep more of their hard-earned money.
  • Support military families by improving housing, childcare, and education benefits, so no family has to struggle while their loved one serves.

These brave men and women show up for us every single day—whether in an emergency, on the battlefield, or in the classroom. I will make sure Washington shows up for them by fighting for better pay, stronger benefits, and real support for their families.
